The Water/Sewer Superintendent is responsible for the administration, management, and supervision of drinking water distribution and wastewater collection systems for the City, the South Haven Area Water Sewer Authority (SHAWSA), including Covert Township by agreement. This includes daily administration, operations, maintenance, regulatory compliance, staff oversight, budgeting, and customer service. This leadership role ensures the provision of safe, reliable, and compliant water and wastewater services to the community in accordance with local, state, and federal regulations.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
Supervise and evaluate the Water/Sewer Division staff, including training, scheduling, on-call rotations, timekeeping, and performance management.
Oversee regulatory compliance and reporting to the Michigan Department of Environment, Great Lakes, and Energy (EGLE) and EPA.
Collaborates with other department/division leaders on regular basis such as the Wastewater Treatment Plant Superintendent, the Water Filtration Plant Superintendent, and Parks/Streets Superintendent.
Develop and implement maintenance programs, work priorities, and administrative policies for water distribution and wastewater collection operations.
Works closely with the Public Works Director in preparation and administration of fiscal budgets, capital improvement plans, and purchasing for the Water/Sewer division. Review expenditures and approve purchase orders.
Prepares a variety of reports pertaining to compliance, finance, operations, activities and other issues for submission to the Public Works Director, City administration, City Council, State of Michigan Department of Environment, Great Lakes, and Energy (EGLE), SHAWSA Board or to various boards/commissions.
Conduct feasibility studies, forecast future departmental goals, and plan infrastructure projects.
Provide administrative support to SHAWSA, attend monthly meetings, and make policy recommendations.
Respond to public inquiries, address service requests, and attend community and City council meetings as needed.
Assists Public Works Director, City Manager and HR Director with union negotiations, insurance claims, and other legal matters as required.
Respond to emergencies on a 24-hour basis and lead the division in high-pressure situations.
Perform other related duties as assigned.

Education and Experience:
High School Diploma or GED required. 
Associates or Bachelor's degree in Public Administration, Civil Engineering, or related field preferred.
Five to ten years progressively responsible experience in water/sewer or public works operations, including supervisory responsibilities.
Necessary Knowledge, Skills and Abilities:
Strong knowledge of water/sewer system operations, public and project management practices, and relevant safety regulations (e.g., MIOSHA).
Proficient with Microsoft Office, Microsoft Excel, and computers/tablets.
Ability to supervise, train, and evaluate staff effectively.
Capable of preparing reports, managing budgets, and leading capital planning efforts.
Skilled in public communication and able to work collaboratively with staff, officials, and citizens.
 
LICENSING AND CERTIFICATION
Valid Michigan Driver’s License and satisfactory driving record required.
S-2 Water Operator Certification (EGLE) required; ability to assume Operator-In-Charge role within 6 months.
S-1 Certification preferred, or ability to obtain within 24 months.
 
TOOLS AND EQUIPMENT USED
Standard office equipment and field tools/equipment related to water/sewer maintenance and operations.
 
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to use hands and fingers to handle, feel or operate objects, tools or controls, and reach with hands and arms. The employee frequently is required to stand, talk and hear. The employee is occasionally required to walk; sit; climb, balance, stoop, kneel, crouch, crawl and smell. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Must be able to work on a computer for extended periods.

WORK ENVIRONMENT

The City of South Haven is a drug-free workplace. The majority of the work shall be performed in an office setting but this position will also require the employee to visit various job sites which may be located outside. The employee is occasionally exposed to inclement weather conditions. Must be available for emergency response situations. When on the scene of emergency repairs or construction sites, incumbent may be exposed to definite health or accident hazards.
